Southside Historical Neighborhood Association
ARTICLE I
Title
This organization will be known as the Southside Historical Neighborhood Association.
ARTICLE II
Objectives
The objectives of the SHNA will be to work together to:
a) Protect and preserve the neighborhood to the best of it's ability.
b) Sponsor activities that will bring the neighborhood together as one unit with common
interests.
c) Welcome newcomers to the neighborhood.
d) Support issues and projects that will benefit the group.
e) Publish information about issues and projects.
ARTICLE III
Membership
Sec.1. Any improved property owner within the Southside Historical District boundaries may become a member of the SHNA. In order to keep membership in good standing the member will pay annual dues of $20.00 per year. Annual dues will become payable by January 1 and should be paid by January 31st.
Sec.2. Any person interested in the SHNA may become an associate member upon the recommendation of one member in good standing. An associate will pay annual dues of $10.00 per year. Annual dues will be payable on January 1 and should be paid by January 31st. An associate will enjoy all privileges of a member except holding office and/or voting.
Sec.3. There will be an additional charge of $5.00 per year for anyone receiving handouts by mail.
ARTICLE IV
Election of Officers
In September a nominating committee (of at least three) will be formed with volunteers and/or members appointed by the president. This committee will present a slate of officers at the October meeting and at this time nominations can be made from the general membership. In November the president will hold elections and the new officers will be installed at the January meeting. These officers can succeed themselves.
ARTICLE V
Duties of Officers
Sec.1. President - It will be the duty of the president to lead the group and direct it's activities, to preside at meetings, appoint committees when needed, and enforce adherence to the Association bylaws.
Sec. 2. Vice President - It will be the duty of the Vice President to assist the President in the discharge of his/hers duties and in the absence of the President to serve in his/hers place.
Sec. 3. Secretary - It will be the duty of the Secretary to maintain a record of members and proceedings of all meetings with the membership, to have custody of all reports and documents connected with the association, to give notice of the meetings and to conduct correspondence when needed. The President may appoint a member to assist the Secretary in these matters.
Sec. 4. Treasurer - It will be the duty of the Treasurer to have custody of all funds of the association, to collect and receive all moneys due, to pay all bills approved for payment by the officers, to keep an accurate record and permanent record of all receipts and disbursements, and to report to the membership regularly. Posting an account at membership meetings can make (this report).
ARTICLE VI
Voting
Any matter that will have an impact on the neighborhood environment and/or a new expenditure of over $50.00 must be voted on at a membership meeting following publication of the proposed matter. Whenever a member is unable to vote at a meeting he/she may request an absentee ballot and return to the President prior to the time of voting at the regular meeting.
ARTICLE VII
Amendments and Revisions of By-Laws
These by-laws may be amended by a majority vote (including absentee votes)
at any regular membership meeting following announcement and publication of the amendment.
The Secretary will include the exact wording of the proposed amendment in the notice of
the second meeting at which final action will be taken.
